The city of Ottawa recently completed an audit into the way they were spending money on pothole repairs and street construction. The provincial auditor general studied the 20 years that the Ministry of Transportation has been contracting out the road construction and maintenance work. What they found was alarming.
First, the study reported that roads that were supposed to last 15 years were being repaired within a couple of years. Instead of a road only costing the initial construction costs, repair bills were piling on far sooner than expected.
Second, the reason for that was because of cheaper, inferior materials. Roads are paved with gravel and sand mixed together with a sticky substance called asphalt cement. In the mid-2000’s, the price of asphalt cement more than doubled when compared to the prices in 2001, and that caused contractors to use motor oil or vegetable oil in place of some of the cement. This cheaper solution still resulted in paved roads, but they weren’t built to last in a cold, Canadian winter. Inferior roads can’t survive the temperature changes and precipitation without becoming hard and brittle, cracking more often.
Third, they discovered that a number of cities and other contractors knew this was going on but yet nothing changed. When the Ministry suffered cutbacks to its staff, the number of checks and balances diminished and more and more mediocre roads got built.
